Introducción The Customs Assessment Trade Toolkit (CATT) is an integrated tool for measuring Customs performance across countries and over time. The tool provides relevant information on Customs performance by collecting data and information from different countries against a set of 120 high level indicators related to Customs’ operations and producing performance benchmarks. With these, the tool can be used to evaluate the relative strengths and weaknesses of any Customs administration and compare them to good practices. The distinctive feature of the CATT is that all data is objectively verifiable and thus measurements are comparable across countries and across time periods.
Good practices approach
Good practices are achieved through the effective utilization of people, processes, and technology. Measuring Customs good practices achievement is a distinctive feature of the CATT, through the use of benchmarks with objective measurements based on the evaluation of existing practices, data and information against benchmarks. For instance, the use of simplified procedures is considered a good practice to facilitate trade, as is the use of formal risk analysis tools to determine what goods must be physically inspected. The CATT measures 120 such good practices in a wide range of areas recommended by organizations such as the World Customs Organization, the World Trade Organization, the World Bank and the International Chamber of Commerce.
