Good practices are achieved through the effective utilization of people, processes, and technology. Measuring Customs good practices achievement is a distinctive feature of the CATT, through the use of benchmarks with objective measurements based on the evaluation of existing practices, data and information against benchmarks. For instance, the use of simplified procedures is considered a good practice to facilitate trade, as is the use of formal risk analysis tools to determine what goods must be physically inspected. The CATT measures 120 such good practices in a wide range of areas recommended by organizations such as the World Customs Organization, the World Trade Organization, the World Bank and the International Chamber of Commerce.
